A new project starts Monday morning. On Sunday night, buses arrive at the camp gate carrying 500 workers. The accommodation team must verify each person, allocate a suitable bed, issue materials and access cards, and prepare the workforce for an early site start.
Processing 500 separate check-ins creates avoidable delays and increases the risk of duplicate allocations, capacity overruns, document exceptions and incorrect contract mapping.

- Capacity overrun: The available physical capacity is lower than the number of expected arrivals.

Step 1 — Reserve capacity before anyone travels
The most valuable work happens before the buses move. Reservations allow the team to hold capacity against the correct contract, either for named individuals or as unnamed capacity—for example, 40 beds at a selected camp from a planned arrival date.
Reserved beds should reduce sellable inventory immediately. Otherwise, sales may quote capacity that operations has already committed to another mobilisation.
This also brings shortages to the surface while there is still time to respond. Finding a 30-bed gap weeks before mobilisation allows the operator to adjust the plan. Finding it when workers are at the gate creates an operational crisis.
Step 2 — Plan arrivals against live capacity
A forward arrivals view helps the accommodation team see what is expected across the next two weeks and compare planned demand with usable capacity.
Forward visibility can also help teams identify and reschedule overlapping mobilisations before they reach the gate. Capacity calculations should account for occupied, reserved, blocked and under-maintenance beds rather than relying on the nominal camp capacity.
Step 3 — Validate the workforce list before check-in
Where the arriving employees already exist in the workforce register, the team can select them for mobilisation. When a crew arrives from a manpower list, a validate-then-commit Excel workflow helps identify data problems before records are written.
Each row should return a clear accept, warn or block result. If 12 records in a 500-person file contain exceptions, the team can focus on those 12 instead of discovering the issues during physical processing.

The workflow should allow the authorised user to:
- Select the contract and camp once.
- Multi-select the approved arriving employees.
- Bulk-assign beds against live availability.
- Review warnings and blocked exceptions.
- Confirm the approved group in one action.
This is the point where system controls matter most. A warning that can be ignored under time pressure is weaker than a rule enforced at confirmation.

Step 6 — Provision access and release unused holds
Where integrated access control is configured, resident cards can be provisioned automatically during check-in and revoked at check-out. ZKTeco access control is live in production, while other access-control systems can be connected through the platform's integration framework.
When some expected workers do not arrive, an automated overnight process can release overdue holds back into inventory. Manual release requires authorisation, helping prevent a bed from being made available by mistake.
Unreleased holds can become a persistent source of phantom occupancy: beds appear unavailable in the system even though nobody occupies them.
Why historical occupancy matters after mobilisation
Months after a mobilisation, a customer, auditor or investigation team may ask who occupied a particular room on a specific date.
A current occupancy screen cannot answer that question. An as-of-date view reconstructs occupancy for a past date from the resident-movement history, supporting billing reviews, audits and incident investigations.

Three things to get right before the next mobilisation
1. Exclude non-billable spaces from availability
Kitchens, mess halls, prayer rooms and common areas should not appear as sellable or allocatable bed capacity. Capacity should represent spaces that can genuinely house residents.
2. Reconcile physical and system capacity
Beds under maintenance, blocked rooms and units awaiting handover should be reflected in the live inventory. Mobilising against nominal capacity that is not physically usable creates immediate pressure at the gate.
3. Decide contract mapping before arrival
Which workers belong to which customer contract is a commercial and billing decision. Leaving that mapping until arrival increases the risk of incorrect allocation and later reconciliation work.
